Posting of Communication Materials Policy

Purpose

To provide the guidelines for the display and posting of communication materials on Cambrian College (“the College”) property.

Scope

Any internal or external individual, organization or agency that wishes to post communication materials on college property.

Definitions

College community: students, staff and visitors of the College.

Communication materials: include, but are not limited to, posters, decals, signage (physical and digital), brochures, and press releases.

College property: space, physical or digital, owned, controlled, or operated by the College.

Policy Statements

  1. General
    1. The College acknowledges the merit of permitting communication materials to be posted on college property. These materials, however, must support the College’s mandate, strategic directions, and non-partisan political and religious position.
    2. Posted communication materials must not promote fraudulent or unlawful activity; share or promote personal opinions and views; feature pornographic, obscene, or abusive materials or language; promote racism or bigotry; solicit signatures for petitions; or promote support for a political party, a personal political issue, or a religious group.
    3. Posting and contents of communication materials should comply with all applicable legislation (including the Copyright Act, Canadian Charter of Rights and Freedoms, Human Rights Code of Ontario, Occupational Health and Safety Act of Ontario, Accessibility for Ontarians with Disabilities Act (AODA), and the Criminal Code of Canada) and any College policy or procedure (e.g., Conflict of Interest Policy, Code of Conduct).
    4. The College reviews and approves all requests from external community members for the posting of communication materials.
    5. Facilities Management facilitates all directional signage on behalf of the College.
  2. Exceptions
    1. Staff Bulletin Boards
      1. The College acknowledges the fundamental freedoms provided in the Charter of Rights and Freedoms and, to this end, provides staff bulletin boards for use only by staff members (“Staff Bulletin Boards”).
      2. Communication materials must comply with the statements of this policy.
    2. Union Bulletin Boards
      1. OPSEU 655, OPSEU 656, and the Ontario College Administrative Staff Association (OCASA) may also authorize the posting of information relative to Union/OCASA business, respectively, on designated bulletin boards (“Union Bulletin Boards”).
      2. Communication materials must comply with the statements of this policy.
    3.  College-hosted events
      1. The College, on a corporate level, often hosts events/functions at which political and community leaders are featured guests and advocates on a political level regarding issues such as funding.  Within this context, the above position respecting notices that have a political connotation is exempt.
    4. Groups renting/using College facilities
      1. External groups renting or using College facilities may post communication materials only within the space rented for their particular function. Some exceptions may be made on a case-by-case basis with approval by the Marketing and Communications departments.
  3. Bulletin Boards
    1. The College has established a system of bulletin boards to keep the College community informed of events or appropriate information.
    2. The Cambrian Student Council approves all student requests to post communication materials on College bulletin boards.
    3. Non-student requests to post communication materials on all bulletin boards – with the exception of staff and union bulletin boards, and with the exception of sanctioned College events and initiatives, are to be approved by the Marketing and Communication departments.
      1. Departments/groups with dedicated bulletin boards are responsible for the communication materials posted on these. They are also responsible for ensuring compliance with this and all other applicable policies.
    4. College bulletin boards are the only designated space to post communication materials. Unapproved postings and/or posting in unapproved locations shall be removed at the College’s discretion.
    5. In accordance with the Ontario Fire Code, communication materials posted on bulletin boards must be affixed at all corners with staples.

Responsibilities and Accountability

Vice President, External Partnerships and Strategic Enrolment is responsible for:

  • Ensuring the implementation and compliance with this policy.
  • Ensuring the development, review, and availability of this policy.

Marketing and Communications departments are responsible for:

  • Reviewing and approving requests, other than those of students, for posting communication materials.

Cambrian Student Council is responsible for:

  • Familiarizing themselves with the requirements of this policy.
  • Ensuring compliance with the requirements of this policy.
  • Reviewing and approving student requests for posting communication materials on College bulletin boards.

Employees are responsible for:

  • Familiarizing themselves with the requirements of this policy.
  • Ensuring compliance with the requirements of this policy
